Some users cannot dismiss Rewards notifications (on icon)

Description

Some users are unable to dismiss the red notification bubble, located on the Rewards icon in the address bar:

User is on OSX 14.4 using the latest Brave build (v1.64.109)

Some things to check:

• Are there any notification types that are mapped in the panel code, but where we aren't showing the UI for?
• Shouldn't we always clear out this counter when the user opens the panel, regardless of anything else?

No clear workaround.

• Another possible solution: If notifications are beyond a certain age, just clear.
• @mkarolin suggests: An option to clear all notifications.

^^ But how does this intersect with ToS notifications? @LaurenWags

1. Should ask user to check preferences file to see what the notifications actually are
2. User can share which notifications they are to see to see if that helps investigation
3. User can delete the list of notifications to get rid of it in the meantime
