Description

Background

We currently say in our blocking goals and policy that regional lists are always in Aggressive mode. In other words, the 1P exception policy doesn't apply (see blog post). While this is fine for lists that users opt into, there's a discrepancy here for default-enabled regional lists. For example, if you're a Japanese user, you will automatically get the AdGuard Japanese list; the rules from this list essentially act as default rules.

To comply with our own blocking policy, we should apply the 1P exception policy to default-enabled regional lists. We will start with the Japanese list. However, we should still have an option for users who want the old behaviour i.e. all regional lists behaving as Aggressive mode, with no 1P exceptions.

Proposal

We should add a new checkbox in brave://settings/shields (suggestion: right below Content filtering).

Text: Always use Aggressive blocking mode for regional lists
Helper text: Don't apply first-party exceptions for lists that are default enabled for a specific region. Learn more

This toggle is default off.
