Screen flicker when changing volume in fullscreen videos (Disney+, Netflix), macOS

Steps to reproduce

1. Open a video on Disney+ or Netflix and switch the video to fullscreen
2. Press the dedicated macOS volume up or down key (F11/F12)
3. sometimes the screen very briefly flashes black when the volume overlay appears. subsequent volume changes while the overlay is visible do not flash the screen

Wait ~15 seconds between volume changes to reproduce, it seems to happen more frequently that way.

Expected result

Screen should not flicker on volume change. I believe this is a very recently introduced bug. I don't think I saw this pre-1.7.0.
