Reserved BAT text isn't displayed in Rewards summary section

Steps to Reproduce

1. Clean profile staging env
2. Claim UGP grants
3. Send a one-time tip to an unverified pub https://google.com
4. Open BR panel for google.com, reserved BAT text is displayed in panel summary
5. 1 BAT reserved bat text isn't displayed in rewards summary section

@masparrow Issue is consistently reproducible in Windows 10 x64 - Bravebeta version 1.3.97. Reload/ close or open rewards summary did not display reserved BAT text in the summary section. Do let me know if you need more details. Thanks!

The issue isn't reproducible in the Nightly version 1.5.46 and Dev version 1.4.65

• Adds delays for suggestion api (uplift to 1.3) brave-core#4448
• Fixes json parse from the reconcile payload (uplift to 1.3) brave-core#4438
