Follow-up to #8703

Steps to Reproduce

1. Install and launch Brave 1.62
2. Open NTP and go to https://10000-sans.badssl.com/
3. Tap Not Secure > Confirm that View Certificate is not shown there
4. Three-dot menu > Scroll down > Observe that Security Certificate is shown
5. Reload the page > Observe the same behavior

Actual result:

Observed that Security Certificate is shown in the settings menu for badssl website.
