Remove permissions lifetimes from the variations seed #117

We have permissions lifetimes fully in the browser, by default, now.

There's a Griffin-controlled feature at 100% (https://github.com/brave/brave-variations/pull/60/files), and the feature flags are removed (brave/brave-browser#16910).

Conferred with @goodov and it should be safe to remove permissions lifetimes from the variations seed.
