Description

The title describes the issue.

Steps to Reproduce

  1. Open a three or more tabs. Visit a different website on each tab for ease of testing.
  2. Select one of the tabs so that it becomes the currently active tab.
  3. Click and drag an inactive tab to reorder the tabs.

Actual result:
You will notice that instead of reordering the selected tab, Brave reorders the currently active tab instead.

Expected result:
Brave should be reordering the tab being click-and-dragged instead of the currently active screen's tab.
