Yes

Describe the issue you encountered:
A user reported seeing Brave ads after they explicitly chose to block ads.

Expected behavior:
Ads should not be displayed if a user selected block ads.

I could not replicate on OS X or Windows 7. Asked @helll000 on Twitter to double-check STR.
