Describe the issue you encountered:

Alignment and presentation of caption buttons on Windows is broken

Expected behavior:

Caption buttons are properly positioned, aligned, and presented on Windows.

  • Platform (Win7, 8, 10? macOS? Linux distro?): Windows 10
  • Brave Version: 0.12.3
  • Steps to reproduce:
    1. Launch Brave window
    2. Note presentation of Caption Buttons
  • Screenshot if needed:
