Title content is not aligned with Time and Domain text in about:history

Expected behavior:
Text should be aligned

• Platform (Win7, 8, 10? macOS? Linux distro?):
  Windows 10 x64

• Brave Version (revision SHA):
  0.13.0 Preview 5

• Steps to reproduce:

  1. Visit any site to add an entry in about:history
  2. Title text is not aligned with time and domain
  3. Mouse over the entry becomes evident of misalignment

I believe this is a problem with the localization. This should go away when #5879 is fixed (HEAD on master with the macOS fix works as expected). I'm going to close this as a dupe... but please re-open if it still occurs after #5879 is fixed
