Make plugins have its own preferences page #7101

Test Plan:

  • Go to preferences
  • Go to new Plugins tab
  • Toggling both Widevine and Flash should work on sites that require them

original issue details

  • Make plugins have its own preferences page
  • Update links that point to this page (flash, widevine) to point to the new page.
