Tab discarding details page ('chrome://discards' equivalent)

The newest versions of Brave support tab discarding (#2388), which is a great new feature.

When trying this out, I noticed there doesn't seem to be a Brave equivalent to Chrome's internal 'chrome://discards' page. This isn't a major issue at all, but might be handy for people wanting to see how this feature is working and/or troubleshoot any future issues that may be or seem to be related.
