  Right click context menu is now shown on tabs or webview

  Windows 10 x64

  Brave 0.16.0

  Muon 3.2.101

• Steps to reproduce:

  1. Clean install 0.16.0
  2. Right click on a tab or inside webview, context menu is not shown
  3. Right click on browser window, context menu is shown

• Actual result:
  Right click context menu is now shown on tabs or webview

• Expected result:
  Right click should bring up context menu irrespective of where its clicked
