Always nice that someone's providing useful resources, thank you for that!
I run en.relay.friendi.ca and it seems that many new instance admins are just cutting & pasting lists like these in to their systems without yet thinking that relays might have rules.
I'd like to suggest that in the 'how to' section of the readme, to perhaps add as a first line "Visit the relay first and see if they have rules or restrictions - you are increasing the load on each relay you add in", and possibly shuffle any relays that do have rules (but are not whitelisting systems, still open to new connections without any barriers) to a new section along the lines of "Open but with restrictuions or rules -> Check the relay first!" sort of thing?
I have recently re-opened en.relay.friendi.ca again, but I've had a couple of quick convos with admins that reached out while it was locked that showed they hadn't ever even visited the relay site to see what might be going on.
