Feature Request: automatically close old issues marked 'waiting for response'

Old issues that are waiting for a response from the initial poster - e.g., Adam: "I have a problem!" Owner: "I have no idea what your problem is, could you please add more details"? - which never get a response, should be automatically closed after X days. It'd be nice to have a poppins extension which would periodically check issues with a certain label ('needs more info') and close them if they haven't been updated.

I've implemented this idea in https://github.com/cvrebert/no-carrier , although it needs some testing and is not yet documented.
