Feature Suggestion - Limit upload by quantity/storage capacity

Hi @imath

Your plugin is absolutely awesome but I would like to suggest two features.

1. LIMIT PHOTO UPLOAD QUOTA BY QUANTITY - This suggestion will provide a settings option to limit the number of photos that can be uploaded into each users media library, for example each user can only upload 50 images to their media library. (Quota message to user = You have 24 of your 50 upload quota left)
2. LIMIT PHOTO UPLOAD QUOTA BY STORAGE CAPACITY - This suggestion will provide a settings option to limit the storage capacity of each users media library, for example each user can be allocated a maximum of 100mb storage capacity. (Quota message to user = You have 38% of your 100mb space left)

I really think this feature would be helpful in various scenarious like

1. disabling activity media upload but enabling uploads directly from profile
2. when web hosting storage capacity is low
