Add character limit to End client question input field

I WANT character limit (1000) for the "User question" input field when asking clients for contact information
SO THAT the system can prevent abuse or unintended issues caused by excessively long inputs, ensuring optimal performance and usability

Acceptance Criteria

• A reasonable maximum character limit is established for the input field (1000 characters)
