Fix routing to properly redirect to the expected screen in the application

Routing within the app works fine as long as the user starts from the base URL, but jumping to an in-app url doesn't work, ie: going to this path- https://pathways.buildit.systems/user/skills
presents a 404, but it would ideally bring the user to their assessment screen.
