Github Actions annotations limit

We currently report the blocked requests using annotations. Github Actions has limit on the amount of annotations per step (10) and job (50). Since we output all annotations from the post step, result is often truncated to the first 10.

Things we can do to improve:

• Remove duplicates from the list
• Combine all findings in a single annotation
• Keep separate but if we have more than 10 findings, provide a link to the control plane which will have all the findings (future)
