Add metabase and DLP to Terraform setup

Description

The Metabase VM and DLP are currently manually set up in GCP. Terraform should be set up to handle these instead.

Impact

As ClimateTrax should be spun up for each user, all infrastructure should be automatically provisioned.

I am a developer/devops	I run terraform apply	a Metabase container should be deployed in a VM
I am a user	I navigate to the Metabase container (see readme for details)	the Metabase page should display
I am a developer/devops	I run terraform apply	the Google Data Loss Prevention API should be enabled in the cloud console
