Regenerate keys action icon in Settings for API doesn't have a tooltip #231

Right now, a user can not understand what it is for, before he/she clicks on it. And since it's unknown is it safe to click ? I suppose he/she expects a tooltip, because there is no logically obvious result. So, It's better to add a localizable tooltip "Regenerate API keys".
Put API key and Secret key right after the section title
