"Chef Zero is a simple, easy-install, in-memory Chef server that can be useful for Chef Client testing and chef-solo-like tasks that require a full Chef Server."

I think that this would make tests easier to write, quicker to run, and allow them to be more robust in general. This would also simplify the Vagrantfile since it wouldn't assume that the developer is using a hosted chef server. For example I use a open source chef server not hosted by chef for our organization.

@cassianoleal if you feel this isn't a good idea, feel free to close this task.
