Only admin can create licenses

Hi!
I created a new user and assigned him only the permission to create (and view) licenses, but when I login with this user and try to create a license I get the following message

also the main view say 'loading' in apps section:

Fixed in v3.1.0.

I had some permission-checking wrong when permissions where checked. See changes in 0b91240.
