Generic Assay Percentage type?

Our new data GENETIC ANCESTRY contains data representing a percentage value of each entity (e.g. 0.76 for AFR and 0.22 for EUR)
For data like this,

1. we'd like to introduce a percentage chart to the plots tab on the results view page. see the screenshot below:
   

2. add this to oncoprint as well:
   

For other pages, we can keep what we have as LIMIT_VALUE. datatype.
