There's an issue with debugging in version 0.16.0 on .NET Core.

Error: assembly specified in the dependencies manifest was not found -- package:
'System.Collections.NonGeneric', version: '4.0.1', path:
lib/netstandard1.3/System.Collections.NonGeneric.dll'

AFAIK, this does not just cause debugging to fail (as issue title says). This issue is blocking whole Cake.CoreCLR from starting.
