Riders enrolling for an older adult transit benefit in Cal-ITP Benefits must be age 65 or older. The CDT Identity Gateway will return an ineligible response if they aren't. For in-person enrollments, there is no digital eligibility check. Agency staff users confirm rider eligibility.
Goals
When agency users perform an in-person enrollment for an older adult, we need them to use the same eligibility criteria of age 65 or older when confirming eligibility.
Non-goals
Presenting eligibility criteria for other enrollment pathways, such as Medicare cardholders, Veterans, and Calfresh cardholders, is not in scope for the initial release of the feature.
Acceptance criteria
When the agency staff user acknowledges the rider is eligible, the criteria required for eligibility is clear.
When an agency staff user clicks the Continue button without ticking the acknowledgement checkbox, the inline validation copy makes it clear they must confirm eligibility according to the policy in the Benefits app and not agency policy.
