Update payments pipeline

The payments pipeline is in need of a refresh to make sure it is

1. up-to-date
2. able to provide meet reporting needs
3. showcases the universe of potential agencies in CA who could be prospects

To achieve those things we need to,

• Import missing prospective deals into the payments pipeline.
  Status: Import prep in progress in this spreadsheet

• sort existing deals and ensure deal owner assignments are accurate so the pipeline is up-to-date

• Create new stages

• Create new tags.
  Status: Tags have been determined but need to be created

The Payments pipeline guide also needs to be revived and updated to make sure it reflects the needs and mechanics of the updated pipeline. This is tracked in #541
