QoD_Stable_Bandwidth_API.md and QoD_Stable_Latency_API.md need to be consolidated into (new) QoD_API.md and updated according to updated qod-api.yaml

Interested in this, but the link is 404 right now. 'QoD_Stable_Bandwidth_API.md'

With version v0.8.0 the two seperate APIs Stable_Bandwidth and Stable_Latency where consolidated into the one QoD API. Therefore you find the documentation now in QoD_API.md. The differences were marginal, but if you are interested you can have a look into #71 where the consolidation happened and the previous two doc files were deleted.
