As demonstrated in #4025, the docuactions/cache action can improve docusaurus build times, on all but the first build of a branch.

We should add this action to the build-docs workflow, so that subsequent pushes to a branch build faster. I don't think it makes sense to add it to the publish workflows, because there is usually only one build for those. But we should probably investigate that to make sure we aren't missing out on improvements.
