What needs to get done

Compare to #1766, create an almalinux charm that does something with yaml, and deploy it.

If that works, add libyaml-devel to the yum-based systems. Otherwise, close with an explanation of why

Why it needs to get done

We should keep dependencies consistent if at all possible.
