remove the ce-oem-power-automated-by-pdu test plan from full test plan

The current situation here is this test plan will be executed even there's no network PDU setup in the test environment.
And It's not necessary to have this test case for every platform, because of we could wake up system by watchdog.

So the plan is to remove the ce-oem-power-automated-by-pdu test plan from full test plan first.
And then we should submit a PR to integrate original cold-reboot-automated and cold-reboot-stress test plan to support wake up by watchdog and network PDU.
