craft-providers error: Timed out waiting for networking to be ready.

Bug Description

Reported against Snapcraft too.

Snapcraft 8.5.1, executed with 'snapcraft --debug --verbosity=trace --use-lxd', refuses to build
snap.

As per the log, seems to try the same thing multiple times and then give up.
