Upstream snap hooks

Every *craft application has its own slightly different implementation of snap hooks that clean stale lxd instances, but they all essentially do the same thing. Some are slightly broken or incorrect or incomplete. These could be centralized and corrected in starbase.

Possibly this ticket should be moved to one of the craft-* libraries instead, not sure which one.

I'll mention this ticket from the private repo where I recently reworked the snap hooks, so github links it here for those who have access to that repo.
