The scroll bar always appears on the Tabs component when it is not in dropdown mode

Is this issue related to a specific component?

What did you expect to happen? What happened instead? What would you like to
see changed?

The scrollbar should appear only when there is overflow content

Steps to reproduce the issue

Reduce the width of the viewport until the content overflows but not until the component enters dropdown mode
