Update dependency PRs so that the author is from a carbon bot

The problem

Our dependency PRs are always opened under my name, we should look into updating this such that they are opened by one of the Carbon github apps/bots. This will also allow me to be able to review them as well (since it's opened under my name, I can't help out in reviewing them currently).
