function definition below the Main

hello i wish you the best. does the function definition below the Main function not supported? like c++ i want to create my function down of the main and forward it top of the main. but in Carbon i get error of duplicate code. this is my simple test code

package Sample api;
fn add(a: i32, b: i32) -> i32;
fn Main() -> i32 {
return 0;
}
fn add(a: i32, b: i32) -> i32 {
return a * b;
}

should we make this feature?
i think in single-file code, it will be more readable.
