Extracted from #1186.

For armv7 linux targets, it is blocked on ziglang/zig#10411
For windows, it is blocked on GitoxideLabs/gitoxide#917 and we have enabled zlib-ng on windows instead of gix/max-performance.

Enabling gix/max-performance (not just zlib-ng, but also sha1/asm) on aarch64 linux targets are blocked on ziglang/zig#10411

With #1207 , cloning crates.io git-index takes at most 30s since we no longer need to checkout any files, thus closing this as not planned.
