Date filled inconsistently in New Membership Form

When creating a new membership, if you select the start date using the GUI date picker, the end date automatically fills for one year later. If the date is manually entered in, the end date does not automatically fill in. We should enforce consistency in this behavior regardless of how the date is entered in.
