They can't use sudo. It may be as simple as ghorn@6ca6fa2, though when I tested it it didn't work for (i think) different reasons

We use sudo for more than just installing packages. Most problematic is probably this guy: https://github.com/casadi/casadi/blob/master/.travis.yml#L200

Do I need that? I'm just trying to use HSL for some unit tests.

Feel free to remove sudo where possible in this repo.
