The item is unwearable if you have large talons, hooves, or similar mutations of the hands and feet. I assume it's unwearable with horns or similar head mutations as well. In game the liquid cooling garment covers the entire body feet and hands included. However the real life examples I've found of such garments do not cover the feet and hands, and in some cases not the head either. There are even versions covering only the torso. And lets face it, our characters hands and feet overheating is not as drastic or common an issue as overheating torsos and heads.
Describe the solution you'd like
Since coverage of feet and hands does not seem to be typical of such garments I suggest removing the foot and hand coverage to make the garments more available to a wider variety of mutant characters. Removal of head coverage optional but encouraged for the same reason, although some versions do have a hood covering the head other versions do not and not covering the head means more mutants can take advantage of the item.
Adding cooling socks, gloves, and a hood later may also be an option to give the player the ability to cool their whole body without prohibiting mutants from cooling their torso and legs.
An XL version for larger mutants may also be an appropriate recipe to add. Maybe even add the version that's basically a T-shirt only for if you're low on resources and it's mostly your torso that's overheating.
Priority though is in my opinion removing the foot and hand coverage these suits don't seem to have in real life to open them up to being used by a wider variety of mutant characters.

I'll do you one better: I'll just add a flag that should let it be worn by any mutated anatomy. This should also make survival in the winter with mutant hands and feet much easier, since you otherwise need to go nuts on foot and hand wraps.
