test separating records with fuel cost data for separate model runs #27

this would entail:

  • identifying which candidate pairs contain EIA fuel cost data. Separating into batch 1 and batch 2.
  • running cross-validation/hyper parameter tuning with each set batch to determine hyper parameters.
  • generating model with best hyper parameters, fit and predict.
  • post-match generation, determine whether these split model runs are producing better results.
