My suggestion is yes, as a 2nd phase, as I would like to get the "existing" pre-OFL glyph set + italics published first - but I defer to the CBC-RC folks on what is important to include in the first OFL release vs the 2nd.

I had a look at Aaron's Salishan repo. First step would be to make a complete his glyph list (and encoding), check what the capital counterparts are. At the moment the glyphs stated in his "docu" file are more the building stones (base glyph and combining accents).
