Remove dependency on CDAT's CDMS module and replace it with the NetCDF python interface netcdf4-python. This is much more lightweight, easier to install, straightforward to work with. There have also been a few problems with CDMS which have prevented some checks being made.

All tests run by the tests.sh script pass. Additionally a release candidate 3.0.0-rc1 has been tested at CEDA. It has also been made available on PUMA and had a reasonable amount of testing.
