Context

Our current specs are hosted at https://celestiaorg.github.io/celestia-app/. The CIPs site is hosted at https://cips.celestia.org/ which is shorter + slightly nicer b/c it doesn't contain .github.io.

Proposal

Consider hosting the specs at a URL something like: celestia-app.celestia.org
