Expand harvesting of Dataverse endpoints to get information on data access

The OAI-DDI endpoint that is being harvested from Dataverse currently holds no information on access information for the study. But the information is available in the OAI-Datacite endpoint where it is aggregated, see: #557 (comment)

The suggestion is to add the OAI-Datacite endpoint to the harvesting we do from SPs using Dataverse in order to capture this information.

Secondly, the information needs to be combined with the information harvested from the OAI-DDI endpoint which holds more information relevant to the CDC. The only information of interest from the OAI-Datacite endpoint is the access info, so there should not be a conflict here between the two records.
