Once you've set up the SAML SSO relationship between Google and AWS, you can find the SP ID by drilling into the Google Apps console, under Apps > SAML Apps > Settings for AWS SSO -- the URL will include a component that looks like ...#AppDetails:service=123456789012... -- that number is GOOGLE_SP_ID
For me this should have been a bit clearer. I was looking for the magic spid by examining the app in the admin interface settings, and it isn't anywhere to be found - Google seem to change their UI quite a lot, so maybe its now hidden from view.
How I found it was to navigate to the app itself using the app selector (the standard 9 dots icon for bringing up apps), and instead of left clicking the app, right-clicking it and saving the Link Address. This contains the SPID.
Just leaving that here in case helpful to anyone else.
