Clear out TODOs

Issue Description

There are TODO statements everywhere. They should be removed one by one. Feel free to open an issue if any TODO needs more detailing.

To check TODO statements, either scripts/check_for_todos.sh or editor integrated search tools can be used.

Also, there is a new Github job that checks for TODO keyword. It's logs can be checked for that. Currently it's not enforced for PR's to pass but in the future it will.
