There is no .changeset folder

Encountered an error while using the @changesets/action in a github workflow:

• Throws an error: 🦋 error 🦋 error There is no .changeset folder.
• The new version of the package was still published

The action run:

I don't understand why I encountered this error, the .changeset folder is at <root_directory>/.changeset:

Sorry you haven't gotten any help. This seems similar to changesets/changesets#545 I'm also having this issue in a monorepo setup. I put the changeset folder in the root and in the package and get two similar errors.
