Assume system's cost is $T$ and CPU's performance is $P$; according to the prerequisite, we can get CPU's cost is $\frac {1}{4} T$. \\[0.3cm]
Increasing CPU's speed 10 times, so its performance now is $10P$, but also its cost is 10 times $10*\frac{1}{4}T = 2.5T$. \\[0.3cm]
One thing is, although we increased CPU's speed, but the cost of I/O remains, still is $30\%T$. \\[0.3cm]
So the final cost/performance rate is $\frac{2.5T + 0.3T}{10P} > \frac{T}{10P}$, which means speed tenfold increasing is not desirable.
