Add db create, connect, and destroy to tests

It might be useful to add to the existing version check test some database validation such as creating, connecting to, and destroying a db. An initial attempt to do this produced the following error:

createdb: could not connect to database template1: FATAL:  role "root" does not exist

So some investigation is required here to get get this working.
